Transitioning to coaching, Cooper developed his skills at Wrexham, Liverpool, and with the Football Association of Wales. His notable role began as head coach for the England U17 team in 2014, achieving success at the UEFA European U17 Championship in 2017.
Such impressive accomplishments with the England U17 squad paved the way for his appointment at Swansea City in 2019. Despite leading them to the Championship playoffs twice, each attempt ended in defeat, notably against Brentford.
In June 2021, Cooper made the move to Nottingham Forest, and he successfully led the team to the Premier League after securing 4th in the Championship for the 2021/22 season.
